Municipal court Judge Bob Wood says in a statement that the hope is that the higher fine will discourage repeat offenders.
The Independent Record reports (http://bit.ly/1nUMiII ) that the city wrote 132 citations from January to March and another 163 from April to June this year.
Under the Helena city ordinance the use of a hands-free accessory or hands-free mobile telephone while driving is allowed.
