NY doctor fined $1K over medical marijuana clinic

The Montana Board of Medical Examiners has fined a New York radiologist $1,000 for being unable to provide the medical records of patients he saw during a five-day medical marijuana event held in February and March of 2010.
Dr. Ross Horsley of Olean, N.Y. reached an agreement with the board and was fined $11,000. $10,000 is stayed if he provides 100 hours of tele-radiology services to low-income patients in Montana.
The board found Horsley was unable to retrieve the records of patients he saw. The board obtained them from the Montana Caregivers Network and reviewed them, finding several deficiencies. The settlement, reached on March 15, only dealt with his inability to produce the records.
Horsley said Thursday he did not know he needed to maintain the records.
