Police in Helena have arrested a 42-year-old Jefferson County man suspected of "waterboarding" at least two boys, injuring a woman who tried to stop him, and making threats to a school, Child Protective Services and the foster parents caring for his children.
William Albert Province was arrested Tuesday night at the Helena airport when he returned from Alaska.
Chief Troy McGee says Province was arrested on a warrant charging him with partner or family member assault after a woman reported Province broke her wrist and some fingers when she tried to stop him from pouring water on the faces of two boys to simulate drowning.
A witness said Province told one of his sons that he was going to the school, the CPS office and the foster parent's house and "take care of everything and everyone."
